Francois, Newfoundland Compiled by Kyrl Dollimount Francois, pronounced and sometimes spelt as ``Fransway,'' is located on a small narrow strip of land at the head of a steep-walled, rocky fiord to the west of Hermitage Bay on the southwest coast of Newfoundland. The Friar, a cliff-like hill, 207 m (680 ft) in height, overlooks the settlement from behind. A brook runs into the head of the bay through the settlement. It is likely that the naturally land-locked harbour of Francois offered good protection for the English and Jersey fishing ships which plied the south coast of the Island in the Eighteenth Century. No settlement or stages were marked at Francois by Captain James Cook in his 1765 survey of the coast. 1815 Births: Miriam DURNFORD, the eldest child of Samuel and Anne was born about. 1798 somewhere on Newfoundland’s South Coast and died 8 AUG 1886 in Grand Bruit Newfoundland. She married Gabriel BILLARD. He was born about 1784 in St. Malo, France, and died 16 Jan 1863 in Wreck Island, Newfoundland. Gabriel BILLARD was the original BILLARD immigrant to Newfoundland's South West Coast and the forefather of the Newfoundland BILLARDs. He was a French Hugenot, who came to NF to escape religious persecution. Here is what Joseph Small in his book "Diary of Burgeo, Newfoundland", has to say about Gabriel Billard and his son Thomas: “Tryphenia (Kinslow) married Thomas Billard son of the old Frenchman who came to Francois many years ago and married Marian Durnford was living at Red Island as early as 1840 three of his sons married there. There was seven sons and Thomas was the youngest and there are more descendants from this old Gabriel on this coast than from any family in the whole district and had Thomas not moved to Louisburg thirty years ago and let his sons marry there would have probably been 50 more descendants of the old gent. Thomas died some years ago but the wife was living ten years ago at Glace Bay with her daughter.” It seems that Gabriel went to Rencontre and married Miriam DURNFORD, the eldest child of Samuel and Anne DURNFORD and then moved to Francois. Gabriel and Miriam had seven sons and two daughters. Their four oldest children were probably born at Francois, although they had moved to Red island, just east of Burgeo, by the time a son Samuel BILLARD was born in 1823. The remaining children were born in the Burgeo/Grand Bruit area. The seven sons were named John, William, Samuel, Robert, Martin, Thomas and Gabriel Jr. All the sons, with the exception of Robert, married and had large families. They probably all married at Burgeo, or area. They lived for some time at Red Island. Then, around 1849/1859, they all moved away from Red Island. John, Samuel, Gabriel Jr.,Robert and Martin moved to Grand Bruit. John, Samuel and Robert lived out their lives, died and are buried in Grand Bruit. Martin later moved to Margaree, near Channel-Port Aux Basques, but I do not know his ultimate fate. Gabriel Jr. also lived for a while in the Roti Islands area, just west of Grand Bruit, before moving on to Rose Blanche. Between Grand Bruit and La Poile Bay is an area called Roti, consisting of many islands, inlets, and a small river called Roti Brook. Gabriel Jr. lived on one of those Roti Islands by the name of Basque Island for fishing during the spring and summer season and then retired to the protected Roti Brook where the family made their winter home. Gabriel Jr. had seven children and as mentioned above, moved to Rose Blanche. By the birth records of their children we can conclude that Gabriel BILLARD and Miriam moved out of Francois sometime between 1820 and 1823. The rest of Gabriel BILLARD and Miriam DURNFORD’s family were born further west. The BILLARD’s moved out of Francois, going at first to Red Island and then to the Grand Bruit area. i. William BENNETT, 21 OCT 1869, Lower Burgeo Newfoundland. 1822 Francois was occupied in the early 1800s. W. E. Cormack noted ``three resident families'' at ``Bay Froncois'' in 1822 (Cormack: 1928). One of these families probably was that of Samuel DURNFORD’s oldest daughter, Miriam, with her husband, Gabriel BILLARD, with their children - Gabriel (7), John (6), William (3), and Elizabeth (2). One of the other families might have been a SHEPPARD since we have information that Margaret SHEPPARD was born in Francois in 1835. Margaret SHEPPARD later became the wife of James MARSDEN. The third family mentioned by Cormack is unknown. The BILLARD family left Francois shortly after Cormack’s visit. Their next child was born in Burgeo. 1835 Note: i When Rev Edward Wix made his trip to the Southwest Coast in spring of 1835 he did not visit Francois although he visited every other settlement. This indicates that it was not considered a community. However, Robert DURNFORD moved there later in the year from Cul de Sac East. Also, a SHEPPARD family was there that year. Births 1. He married Hannah Elizabeth 1826 in Francois, NF. She was born 1805 in E. Cul de Sac, NF and christened at the same time as most of her family. According to the birth of their children Robert and Hannah Elizabeth moved with their family from East Cul de Sac to Francois late in 1835. Margaret SHEPPARD, who later became the wife of James MARSDEN, is credited as being born in Francois in 1835. A SHEPPARD family must have been living in Francois at that time. 1839 The Rev. William Marshall, upon viewing the two dwellings built at the base of the cliff in 1839, pronounced ``Bay Francois. .. a curious place,'' ("The Journal of William Marshall": n.d.). In 1839 Marshall reported ``two families residing in this Harbour .... I read a Sermon to them. .. and prayed with them and then retired to rest. Population twelve'' ("The Journal of William Marshall"). One of these families was probably Robert DURNFORD and Hannah Elizabeth. They had moved there from East Cul de Sac about 1835. They had children, Ann (12), Samuel (9), Thomas (7), William (5), all born in Cul de Sac East and Robert (4) born in Francois. The other family was probably the SHEPPARD family, who had a daughter, Margaret, (4). It is known that Archibald CARTER came from England. Archibald is further recorded as being a planter at Francois in 1871, listed in Lovell’s Census of Francois for 1871. No record was found of Sarah’s maiden name, but there was a Sarah CHILDS born 1830 in Rencontre, daughter of James CHILDS and Susannah BULL. She was born 1840 in Rencontre, NF, daughter of Thomas DURNFORD and Esther BULL, and died Oct 6, 1896 in Francois, NF. Lewis DOLIMOUNT lived in Rencontre in 1857 since he is recorded as being a subscriber to the C of E in that place in 1857. Yet his and Ann’s first child is recorded as being born in Francois in 1858. He married when he was 23 to Catherine Marsden at New Harbour (His Sister Hannah married Edward Carter at same time). Shortly after, He and Edward Carter went looking for a place to settle. They went as far west as Grand Bruit and found nothing they liked and returned to Francois where they built their houses at Broad Cove in Francois Harbour. Broad Cove is about 1/4 mile out from the rest of the settlement and the houses there could not be seen from the rest of the community due to a high hill in between them. Both men lived there for rest of their lives rearing large families. The son, 2 Durnfords and 3 Carters also built houses there and at one time there were seven houses, all Durnfords and Carters. The girls from the families all married and lived in main settlement. Besides being a fisherman in his early years, he also built boats, dories and schooners for himself and others. In about 1890 he became an agent for the firm of James Baird Ltd of St John's. A connection which was maintained until his death and carried on by later by his Grandson George Robert Durnford and ended in the late 1950s after George's death. The General store he owned would have been in competition with John Penny & sons and their predecessors. Most of merchandise he sold would have come from Baird's but he also was associated with merchants in Burgeo/Halifax/Boston etc. The codfish he bought from fishermen would either be sold in Salt Bulk or dried locally and sold to Baird's or wherever he could get best price, including the West Indies, Portugal or Spain. Some of the fish would be shipped out in his own boats but mostly the buyer would send a ship to collect it. This from a man who never went to school, could barely read and write even when he was in business, but he knew figures and had the ability to plan, layout and carry out the building of schooners besides the business he ran. The last schooner he built was for his son George William. She was what they called a two-dory boat with a crew of six. She was built in Broad Cove right next to his house her stern up against the house and her bow about 10 feet from saltwater at high tide. She was built in 1928/29 and her name was "Eric & Jack" for me and my brother. He was in his 70s then but was still capable of some work and the necessary supervision. At this time he would have been considered a well-to-do man for that area but right after this came the depression and by the time he died in 1936 most of it had disappeared. He lost some of it with investments with other outfits which went bankrupt and rest because the "fish" disappeared and low prices for what they did catch. A great percentage of the families at Francois ended up on the "dole" and as almost everyone there were either blood related or thru marriage he ended up extending a lot of credit which never got paid. He wasn't in the "hole" when he died but not too far from it. Of these, the lobster fishery, although small, has been the most constant and lucrative. David Touchings (1975), drawing on oral tradition, states that before 1910 Francois was a community with a high degree of seasonal mobility related to its fishing and lumbering activities. Touchings describes how from November to the spring, Francois residents wintered at the bottom of Chaleur Bay, east of Francois, where there was ``suitable shelter for Dories and Punts'' (Touchings, p. 1). Families also established winter homes in Hare Bay (known locally as Bay d'Liver) also east of Francois. Families which regularly inhabited Chaleur Bay included Marsden, Carter and Durnford. The Hare Bay winter settlement was concentrated at Morgan's Arm and involved only one branch of the Marsden family. Other settlers there came from Lock Cove (also called Bob Lock Cove) and Cul de Sac East qqv. According to Eric Durnford: He was widely known along the South coast as Bill or Billy. Bill was skipper of his own schooner at early age. While skipper of the "Myrtle" he was involved in the great disaster of Jan 23 1925 when about 15 men from several different boats were lost at sea due to a storm. He was credited with saving another crew when their boat became disabled and he brought them safely to port. Area of storm was from Port aux Basques to Grand Bruit. The "Myrtle" was sold shortly after this and he bought a Nova Scotia built boat called "Elsie B Young". She was lost around 1927 due to storm conditions while fishing out of Francois. He was unable to enter the harbour and was forced to beach her on Baggs Beach about 8 miles west of Francois. The crew of 6 all got ashore but all were wet and due to severe cold winter conditions they had no recourse except to try to walk to Francois. Bill and his brother Sam reached Francois about noon the next day. The other 4 men had dropped out on the way but rescue crews soon brought the rest home. All were frostbitten to some degree. The Nfld government sent a doctor aboard a Coast Guard Cutter. Two of the men were taken to St. John's where both of them lost part of their feet. The mens names were Jerry Fudge from Cape LaHune and Samuel Durnford from Locks Cove. In 1928/29 Bill's Father built the "Eric & Jack". Bill was her skipper until she was sold in early 1950s. In 1935 while fishing out of Burnt Islands he lost two crewmen. They had been setting trawl from a dory and for some unknown reason the dory swamped and the men were in the water. It was midwinter and before they could be reached they had disappeared. They were George Fudge from Francois and Chesley Skinner from Richards Harbour. The "Eric & Jack" was sold in early 1950s and Bill quit fishing. He went to Halifax where he worked on tug boats for Foundation Maritime, mostly around Halifax Harbour but several seasons at Seven Islands, Quebec where the iron ore was shipped out from inland mines. The "Eric & Jack" now lies in shoal water near Pushthrough where she was put ashore after her owners had no further use of her. Robert DURNFORD (Samuel and Betty CHILDS) died 17 MAR 1936 in Francois, NF. ii On Jan 7, 1936 Captain Billy Durnford was fishing off Burnt Islands from his skiff, the Eric and Jack. His crew consisted of Martin Janes, George Fudge and John R. Durnford of Francois, John King Jr. and John Ransome of Burnt Islands and Chesley Skinner of Richard's Harbour. Two dories were lauched overboard with two men in a dory. George Fudge and Chess Skinner was in one dory. A mishap occurred when they were retrieving their trawl and the dory got swamped with water with the men overboard. No one saw the mishap occur, but the men were seen in the warter. An atempt was made to row over to rescue the two men but when the rescue dory got close to the swamped dory no sign of the men could be found. In 1952 it was reported that ``Rocks hundreds of feet above the east side of the harbour could wipe out that part of the settlement if there was a landslide'' (Fishing Communities of Newfoundland: 1952, Vol. I). It has also been reported that ``During strong winds, the wind funnels down the steep cliffs surrounding the settlement and enters with great force and tends to blow ships off the wharf when docking'' (Sailing Directions Newfoundland: 1980, p. 173). ii. Francois's proximity to larger processing centres and the rich Gulf fishing areas meant that a percentage of its work force has traditionally worked outside the community. Fishing was undertaken at ``Washrock Bank.'' During the summer season at Francois, lobster fishing was undertaken from April to July, salmon in May and cod until September. In addition to the fishery operations in the Francois area residents fished farther down the coast near Ramea and on the northern shore of Cape Breton qv. Fish was sold fresh to plants in this area (Fishing Communities of Newfoundland: 1952, Vol.1). Many Francois fishermen were employed as sharemen year-round out of Lunenburg, Nova Scotia (Fishing Communities). Local salmon and lobster fisheries were also conducted, salmon being collected and taken to English Harbour West qv. Francois fishermen were described as ``good fishermen .... gradually getting bigger boats'' such as jackboats or western boats. The lack of land and shorefront has severely limited expansion of dwellings, storage and fish-flake space, as well as agriculture (there is almost a complete lack of soil). There are also no forests in the immediate vicinity and firewood was laboriously obtained from the upper ends of Bay Chaleur and Rencontre and Hare Bays. Nevertheless the community of Francois, with excellent fishing grounds nearby and a number of major Atlantic fishing centres within easy reach, had been in existence nearly two hundred years in 1982. In 1982 Francois children attended Kindergarten to Grade Eleven at the new St. Simon and St. Jude School in Francois (two rooms), and the residents attended the church at St. Simon and St. Jude Anglican Church in the community. In 1982 Francois remained unconnected by road to other Newfoundland centres but its deep harbour is navigable year-round and the settlement is supplied constantly by coastal boats. It was complete in 25 hours by the men of Francois giving free labor. At the far end of the bridge is the garbage incinerator. 1989: Garbage collection began in this year. Garbage is burned in an incinerator. This was a most important addition to our community. Francois is now a very clean place free of trash and without burning, the waste would end up in the harbor and around the town. 1991 Notes Fire Hall was built. The fire department is operated by volunteer members of the community. This fire department does not have fire trucks but instead use all terrain vehicles, and ski-doo's in the winter. The water source is the water fall/ brook that run down through the middle of the community. 1991:Newest St. Simon and St. Jude School were finished. This is a five class room, multi- grade, Kindergarten-Grade12 School. 1996:Community Center that is in existence now was completed this year. This building was built free labor by the men and women of Francois, and arose out of the need for a place to hold public and social events such as wedding receptions, parties, community dances etc. There was a community center before this one was built but this former one was smaller in that it was a house converted into a public center. ROSE RUSSELL nee CARTER December 8th, 1999 Rose Russell. 82 passed away December 8th, 1999 at Northwood Center. Born at Francois, Nfld, she was the daughter of the late Capt. Reuben and Sarah (Dollimount) Carter. She was a supporter of many charitable organizations, especially the Red Cross and her much loved St. James Anglican Church. In 1977 Rose and her good friend, Mable Doucette joined the Red Cross, they were with the service committee which did visiting and telephone chain and organizing senior outings. In 1980 Rose received "The Red Cross Service Award". She was also a church visitor and visited people at Northwood Manor as well as people at their homes. Rose worked as a seamstress at Simpsons for many years. She is survived by her brother, Edward and Sarah Carter; brother in law, Sandy Payne, Ramea; sister, Edith and Ike Warren, Louisbourg; sister, Rita and Alex Livingstone, Bedford. Predeceased by her husband, William Russell, sister, Bessie Payne, Ramea. Cremation has taken place. A memorial service was held at St. James Anglican Church, Armdale on December 11th at 2pm.
